911 Emergency Ambulance Contract Implementation

Bulletin #1: December 27, 2010


The Santa Clara County EMS Agency will issue routine Information Bulletins, at least monthly, to help ensure that Santa Clara County EMS System Stakeholders are updated as to the progress of the implementation of the new 911 Emergency Ambulance Contract which becomes effective on July 1, 2011.

• The Board of Supervisors approved the contract with Rural Metro of California on December 14, 2010.

• Rural/Metro continues to meet with the incumbent’s personnel labor group.

• The EMS Agency met with AMR on December 15, 2010. AMR will be a participant in the transition team and agrees to assist the County and Rural/Metro during the transition.

• The EMS Agency and Rural/Metro will host incumbent employee meetings in early January 2011.
• An Implementation/Transition Team has been established that includes the Santa Clara County Fire Chiefs Association, Rural/Metro, Santa Clara County EMS Agency, Santa Clara County Communications, and American Medical Response.

• Rural/Metro has ordered all ambulances. Final branding will be completed by December 31, 2010 and posted to the EMS Agency website.

• Rural/Metro will be establishing a transitional website to assist incumbent personnel.

• The first Rural/Metro facility is expected to be occupied in January 2011.

• Personnel uniform specifications/branding will be completed by December 31, 2011 and posted to the EMS Agency website.

• Community Education program transition meetings begin the first week in January with Stakeholders.

• The EMS Agency will host a comprehensive orientation to the new contract for the Santa Clara County Fire Chiefs Association on January 18, 2011.

• A community and EMS System Stakeholder presentation of the new contract provisions will be made on January 19, 2011 at the Health Advisory Commission Meeting. Flyers will be posted shortly.

• Rural/Metro will provide a demonstration to the patient care reporting program available to Santa Clara County fire departments on January 18, 2010.

• The Provider Agreement Workgroup continues to meet to develop the EMS System Provider Agreement and related annexes for first responder and emergency medical dispatch performance and funding and use of fire department emergency ambulances.

• Initial meetings with Santa Clara County Communications have been completed. Rural/Metro will begin routine meetings on December 28, 2010 with County Communications.

• Rural/Metro will begin to participate in Santa Clara County EMS System Stakeholder groups in January 2011.

• Santa Clara County Prehospital Care Policy update drafts are being completed to address EMS System changes. Drafts will be posted for Stakeholder review.
